11 December 2019 SFP-FishSource follow-up on GRSF pilot release.

1.Making GRSF public

It’s important to note that technically the GRSF is now public, but it is very much in a beta/pilot phase.

The Disclaimer in the GRSF entry page clearly address the nature of this beta release, as it reads:

The GRSF content disseminated through this catalogue is distributed to test the logic to generate unique identifiers and review collated stock and fishery data. This beta release can contain errors and we welcome feedback on content and software performance, as well as the overall usability...

1.a. Additional roll-out/promotion of GRSF

At this point, the GRSF is public but not yet widely promoted and advertised.

It is still in the process of being populated with further validated records, and will provide value to stakeholders as a majority of the bulk validation has occurred.

However, there are limited communication materials available (from the initial public beta launch).

FAO and SFP (and RAM Legacy) will work together on a more coordinated/strategic communication initiative closer to the time the bulk validation is completed and updated with the new data harvest.

1.b.External stakeholder’ access to GRSF

Stakeholders can access the beta GRSF, including the Map Viewer.

One request from SFP (coming from its stakeholders) which was agreed by FAO is to add a tab to the page with GRSF Definitions of the key data fields/terms.

FAO will prepare the content and will ask CNR to add the tab and content

There was discussion about the definition of the term “Stock type > Assessment unit”. The latest version has been made for the e-course on SDG 14.4.1. Before publishing the definitions will be aligned in track change with the latest versions discussed at FIRMS FSC11 (May 2019) and for the ecourse, then the final definitions will be published.

2.Further validating fishery records

SFP provided an updated API in late October.

The new data harvest is in progress, not yet available to the public. FORTH will complete the process then it can be republished in a controlled process reviewing new records and updates.

FAO to let Susana/Patricia/Merul know when the newly harvested data is available in GRSF

FAO/SFP on the need to revisit the validation plan to get things done in a more efficient/systematic way

Susana to follow up with the group to set up a call to initiate a new round of validations of FishSource Stocks abd fishery records.

2.a.SFP role/staffing

Marina from SFP is on maternity leave for the next 6 months or so.

Patricia Amorim (also on the FishSource team) will replace her and has received initial training from Susana.

FAO offered to provide any further training. Patricia/Susana to reach out to FAO as needed.

SFP does not have a funder for staff time to engage in this work.

However, the organization continues to be committed by using limited corporate partner (unrestricted) money to cover time.

SFP will continue to seek additional funding.

2.b.Possibility of centralized FAO staff/contractor? Link to point 4 below?

This is not part of the current BlueCloud grant.

o The current grant to FAO does include things like data harvesting, improvement of the application, new competency queries and web services but not data management (eg, validating records). Through the BlueCloud project demonstrators
there will be also enrichments with other thematic databases parters in BlueCloud, for example EMODNET.

o However, with continued effort on refining data harvesting and better workflow, a more automated and quicker validation of records should happen. Eg, it may be possible for CNR to use geo-spatial data to speed up validation.

3. Area data question

Merul has an idea to reduce the length of characters in the semantic code for the area field.
Merul to write up brief description and share with FAO.

4. Activities for next current funding round

Discussed under 2b.

5. Commercialization/business model for GRSF

Any third-party entity can use publicly available information (eg, GRSF) and use it to build commercial services offered to customers (eg, the seafood industry)

However, SFP will work with FAO to design a business model and structure that is ‘approved’ by FAO legal

SFP has hired Justin Boevers to help develop several business units to offer some of SFP’s services commercially

SFP will revisit the business models (from the TWG ppt files) as a basis for picking back up this discussion

In addition, we will consider alternative models (e.g., corporate sponsorship of GRSF).

Follow-up actions

The following are the immediate follow-up actions beyond the main decisions and actions described in the above section.

1.a FAO and SFP (and RAM Legacy) will work together on a more coordinated/strategic communication initiative closer to the time the bulk validation is completed and updated with the new data harvest.

1.b FAO will update the GRSF Definitions and will circulate for feedback. Then, will ask CNR to add a new tab in the public release for displaying the GRSF definitions.

2.FAO to let Susana/Patricia/Merul know when the newly harvested data is available in GRSF
FAO/SFP on the need to revisit the validation plan to get things done in a more efficient/systematic way
Susana to follow up with the group to set up a call to initiate a new round of validations of FishSource Stocks abd fishery records.

3.Merul to write up brief proposal on RE codes for semantic identifier and share with FAO.
