Provide a check for HAProxy hosted on data.d4science.org

Description
It's needed to provide a new valid check for testing the instances behind the proxy data.d4science.org.
This check shouldn't involve the storage backend because it is done every 0.5'' for every instance.

I just deployed a new version of uri-resolver on data-d including the HTTP HEAD request following to check that Uri-Resolver is up and running:
The HEAD REQUEST:
http://data-d.d4science.org/smp?hproxycheck=true
The response is status 200
The request does not involve the storage and It can be used by hproxy
