Description
The local scripts can check the existance and the state of a local file, eg /var/log/backuppc.log to check if a remote backup is active and, if so, if it run successfully in the last 24 hours.
If not, the cron job will run the backup script. Otherwise, it will be the remote backup to run the local script as a pre-task.
