The installation scripts must check if the file containing the list of already installed algorithms:
wps_algorithms_install_log/already_installed_algorithms.txt
It's an empty file.
If it is true, it must reinstall all the algorithms.
So whether the file does not exist or the file is empty the algorithms must be installed.
