Workspace portlet: VRE Folder function "Edit administrator" does not always show up

Description
If I am a VRE Folder owner I can Edit the Administrators of mu VRE Folder. What is happening is that sometimes the Edit Administrator button does not show up.
See attached screenshots for Workspace > VRE Folders > BlueBridgeProject
I managed to reproduce the problem for the BlueBridgeProject VRE Folder by closing Chrome, Logging into i-marine, go to BlueBridge Project VRE > click Show All.
By doing this it always occur, if I successively repeat the operation without logging out it works.

The issue seems reproducible only once (first time after the log-in).
I just removed unnecessary checks performed by WS Portlet before displaying 'Edit administrator' facility.
Maybe the delay at init-time on loading of: owner, username and so on; It was the reason of condition to false and for this the button 'Edit Administator' did not show up always

@massimiliano.assante@isti.cnr.it and @valentina.marioli@isti.cnr.it could you perform some testing? I'm not a VRE Administrator..
