Description
The library should be provisioned on nodes that are going to interact with GeoNetwork 3.2.1. The patch involves publication features, so it's needed on those service inserting metadata into GeoNetwork.

I'm going to replace the geonetwork library first on preproduction dataminer service instance. if it works well, I'm going to replace the library in production, in the following services:
dataminer tabulardata spd
The new library version is the following: 3.2.3-4.12.0-173231

I don't have enough details to perform tests in production via the DataMiner or other services.
Also, I wouldn't generate "test" layers in those environment (such generation is needed if we want to test metadata publication phase).
I think we can assume everything's fine until further notice if any.
